Cities for Change

Municipal responses to migration governance vary and so do municipal institutional design and who runs the institutional machinery. This talk aims at exploring the experiences of Mediterranean cities regarding their shared reality of human mobility, contrasting them through different speakers and analysis from a municipalist perspective. Whether from inside the local government, or from an activist point of view, what is the incidence of municipal platforms’ in actual migration policies? The complexity of municipalism invites us to discuss party politics and the migration challenges the EU and mostly its southern member states face.

·     Julia Trias : Politologist and Barcelona Cousilor’s Officer for Citizenship Rights and Participation

Marseille

·    Alima El Bajnouni : Vice-President of Commonspolis and an activist in different associations for the right to the city. Participant in the process of États Généraux de Marseille, the movement that led to the municipalist (communalist) platform called Pacte Démocratique and later supported the Printemps Marseillais (Marseille Spring).

The goal of having diverse perspectives should serve as an expression of the complexity of municipalist movements and their interaction with different institutional designs (political systems) inside a « unifying » EU. From this background we want to bring forth the local specificity of transnational migration policies, by exchanging experiences, to open or maintain paths of coordination and build up pressure on national governments and ultimately influence the new European Pact on Migration and Asylum.
