Who is in charge of Cities for Change
The Cities for Change is a collective initiative, initiated by the 99 of Amsterdam programme, part of the City of Amsterdam and the European municipalist network. Together they provide this platform as a service to the municipalist ecosystem and the Forum Cities for Change.

2. Definitions
2.1 Platform
The Cities for Change offers an online platform where municipalist groups can collaborate.
2.2 Services
The Cities for Change offers an online platform that is comprised of various online services, to facilitate participatory processes, online meetings, networking, learning. These services come free of charge to its users.
2.3 User
User is anyone who connects with one of the Cities for Change websites or services (with or without login).
2.4. Participant
A participant is anyone who has registered an account with one of the Cities for Change websites or services.
2.5. Private and public information
Participants can participate in public and transparent working spaces or in closed, non-transparent spaces. By participating and contributing information participants decide to share this with other people or make it public. Assemblies or Groups may decide to make non-transparent information transparent and publicly available to all.
2.6. Free software
Free software, libre software or free-as-in-freedom-software is software that can be used, studied and modified by anyone without restrictions, and can be copied and redistributed either in a modified version or unmodified without restrictions, or with minimal restrictions to ensure that future recipients will also have these rights.
2.7. Free licenses
Since the laws of intellectual and industrial property turn information into exclusive property by default, the free software and free culture movements have built standard legal agreements to facilitate the sharing of knowledge, which are known as “Free licenses”. You’ll find the precise definition and licenses that are considered free at http://freedomdefined.org/. Each free software is governed by its own rules defined in its license.
3. Signing up
By signing up to the service, you agree that proposals and comments submitted by you may be published under your name, and texts written by you may be edited or deleted by moderators, if they are deemed to be abusive or inappropriate. Your personal data are not disclosed to external parties or used for other purposes than matters concerning the usage of the Cities for Change service.
Using another person’s name without their permission is forbidden. Everyone is individually responsible for the consequences of using another person’s name without permission. You can give feedback about the online service by following the Feedback link on every page.
4. User’s responsibility
All users have the full responsibility for their own writings and for the content of these.
As a user you agree and promise, regarding any content that you produce or submit, such as texts, pictures, videos, other attachments and materials (together called ’Material’ here), to observe good manners and current legislation.
By loading or otherwise submitting Material to the service you agree that any Material subject to copyright is licensed with the Creative Commons Attribution-ShareAlike 4.0 International Public License (CC BY-SA 4.0).
As a user you take full responsibility for and guarantee that you own the rights for submitting the Material to the service, and that the Material itself or its being submitted to the service does not violate others’ immaterial or other rights.
5. Discussion moderation
The service is mostly moderated during office hours on business days. Comments are not checked in advance before they become public. You can report an inappropriate message by using the Flag symbol or by submitting feedback via the Feedback link.
The moderators of the service have the right to delete and edit messages. Cities for Change reserves the right to use messages published in the service in other contexts. Cities for Change or its partners are in no way responsible for the content of the writings.
6. Inappropriate and unlawful messages
The messages sent to the service must observe good manners of discussion and be relevant to the topic of the discussion. Any messages that can be deemed unlawful according to European legislation can be hidden from the public.
Unlawful messages are messages that, for example:
- can be deemed defamatory
- include another person’s personal and private information
- include confidential information
- can be deemed an incitement to ethnic hatred
- can be deemed an incitement to commit a criminal act.
Inappropriate messages and texts may be deleted or edited. Whether a message is inappropriate or unrelated in nature to the topic of discussion will be determined on a case by case basis.
Inappropriate messages are messages that, for example:
- include swearing or vulgar language
- are not related to the topic of discussion or include links to online material that is not related to the topic
- are not necessarily unlawful, but can be deemed to insult an individual or a group of individuals
- include commercial messages
- include the personal data or contact details of another private person.
If the Material that you submit violates copyright or is in some other way against the law or inappropriate, it will be deleted.
7. Personal data
If you become a user of the Cities for Change platform or use the services in another manner, we will collect your personal data only to the extent necessary for the purposes of providing these services. Only a name and an email address are needed to participate.
This platform is designed in particular with the protection of personal data in mind, to reduce as much the collection and possibilities of abuse of your personal data. The software that runs the platform is Decidim. The Decidim free software development community has a Social Contract that all platforms using Decidim must abide by. This Social Contract is a Code for democratic guarantees and open collaboration and includes provisions on transparency, traceability and integrity of public documents, as well as a commitment to store as little personal data as possible. Personal data will not be used beyond what is strictly necessary for the purposes of user registration and improvements on the usability of the platform. Whenever platform technology makes it possible, the expression of political preferences or will in decision-making processes shall remain inaccessible even for the administrator of the platform or the server/s that host it.
More concretely, participants can only see each others’ names, but not email addresses. The email address of a participant is only visible to the site's admins.
The platform has an option for participants to request the data they have contributed to the platform and have it exported for them. There is also an option to have their account be removed.
Online sessions may be recorded and by participating, users give their consent to be recorded including their audio and video, if enabled.
This platform is hosted through Webcirkel at Greenhost. The server has been setup and is maintained by Platoniq. Data processing agreements are being put in place. The online meeting service is provided by meet.coop and femProcomuns. Data processing agreements are being put in place.
8. Cookies
Cookies are files stored on the user’s device by the browser. Cookies are used to enable features that make the use of the service easier and to collect data on users in order to improve the service. Cookies allow us to provide you with a more easy-to-use and functional website that meets your demands more efficiently.
Regarding the collection of user data, cookies include anonymous unique identifiers that allow us to collect data about users who visit our website, such as information on their browsers and devices. The administrators of the website do not have access to the users’ unique identifier data. Cookies provide us with information about the browsers used on our sites and what pages are viewed the most.
The platform keeps the following cookies: Matomo for webanalytics (integrated in the server, data doesn't go to external parties), and when you login for storing a login cookie and if you choose the site to remember you, a "remember me" cookie.
This website also includes content provided by external online service providers. External online service providers can install their own cookies on browsers. For example, this website uses the Here Maps map service and its map data.
9. Content licensing
Any creative content subject to copyright, such as texts, pictures, fonts, sound recordings and videos, that is submitted to the service by the user is published on the terms of the Creative Commons BY-SA 4.0 licence: https://creativecommons.org/licenses/by-sa/4.0/deed.en
All data in the service are published as open data, on the terms of the Open Data Commons Open Database Licence (ODbL).
